BTW that sign on his face is the same as that of Seishu (I'll use this for now even if it's just a surname :XD:) but on the opposite side of the face...
Is it to indicate their rank as commanding officers?

The new guy has a style much more like Bleach than Naruto. I'll say you should do the space between last panel and the others a bit larger, in order to make a clearer difference in the change of scene and scenery.
So far I like the new guy :) And he has the tatoo on right cheek, how misterious!
